Holds & Deck Openings
Access
Ladders into holds must:
- Be adequately constructed and secured to permit safe entry both in port and at sea
- Have treads that are flat and covered with non-skid or made of non-slip material
- Have fixed ladders, installed at least 6 inches from the bulkhead to permit a secure foothold
Confined Spaces
Any space that has limited access and poor ventilation can develop toxic or asphyxiating hazards. This can include fish holds, tanks, machinery spaces, cofferdams, double bottoms, etc. These spaces should be clearly marked. It’s good practice to always assume they’re dangerous until proven otherwise. If you have to enter a confined space, follow the SWP outlined earlier, and take the necessary precautions – PPE, testing, look-out, etc. Report toxic or asphyxiating gas to the skipper and don’t enter!
Covers & Openings
- Make sure all exposed weather deck hatches have locking closures that are capable of being opened from both sides. Gaskets need to be secured and maintained in good condition.
- Only open hatchways, manholes and other openings when required by specific operations. Re-close as soon as the job is done. As a precaution against accidental closing, ensure that all open hinged covers over hatchways, manholes and other openings are latched open while the job is being done.
- Provide ropes or railings around uncovered deck openings to prevent falls.
- Skylights or hatches should have coamings or guards.
- Provide hand grabs above escape openings to assist crewmen who must exit under emergency conditions.
